Scope

This special issue of Public Administration and Development seeks to advance theoretical and empirical understanding of how ethics, values and spirituality at work is understood and embedded within public service organizational practices and processes and simultaneously used to respond to unethical behaviours in the public service of developing and transitional countries. Research papers should examine the following aspects from theoretical or empirical perspectives:

  • Examining the ethical standards, values and norms of public service organizations in developing and transitional countries and thereby addressing the dearth of literature on this discourse.
  • Exploring whether there are deviations from the ethical standards and values of the public service of developing and transitional countries and, if there are, what kind(s) of deviations are they.
  • Investigating how ethical standards, values and norms are enforced in developing and transitional countries.
  • Evaluating the role of workplace spirituality and ascertaining whether it can ameliorate unethical behaviours in the public service of developing and transitional countries.
  • Expanding the depth and breadth of comparative public sector ethics, values and spirituality by comparing practices in different countries (both developed and developing country contexts).
